Wellcroft, outside ASDA

In November 1996 Bob Parker, town centre manager for the Shipley area, submitted a bid to the Home Office for CCTV challenge funds.

The total Shipley scheme was then costed at £130,000 capital costs, with expected running costs of up to £12,000. The bid was for £65,000, the rest was earmarked from Council coffers, with some money coming from local businesses (Asda pledged £5000) and other public sector sources (police, Metro etc.).

The bid was approved in part (£6,500 less than asked for) and the capital costs rose to £140,000. The shortfall was made up from council coffers, including the Area panels "Environmental Improvements" budget (Although most of the money came from the Transportation (car parks) budget, it was never formally approved by the relevant council committee.)

The 5 cameras came on line in May 1998. The cameras are controlled at the control centre in Keighley. They are connected via fibre optic cable running alongside the railway line.
