In January 1995 a £60,000 Urban Programme scheme was approved for a new control room in Keighley and 2 CCTV cameras in public car parks.

At the same time Lynn Spencer, town centre manager for the Keighley/Bingley/Shipley area, submitted two bids to the Home Office for CCTV challenge funds - 1 for Keighley and 1 for Bingley.

The Keighley bid was for £35,000, for a further 8 cameras, totalling £70,000 capital costs. The council promised £23,500, with the other £11,500 pledged by local businesses. The council also committed itself to meet the estimated £45,000 per year running costs.

The bid was successful. Capital costs rose to £80,000. The total final councils contribution is unclear and appears to have been allocated from the Transportation (car parks) budget without formal committee approval.

Two cameras came on line in December 1995, with the rest following in February 1996. An additional camera at Bridge St was added in April 1999.

The control room also monitors the cameras in Bingley and Shipley.

The Keighley CCTV Control Centre is located in the Cooke Street Council Buildings, overlooking the Bus station. The 16 Channel control room monitors the high definiton cameras in Keighley, Bingley and Shipley.
