Background.

Ferncliffe Rd/Victoria St.

In January 1995 Lynn Spencer, town centre manager for the Keighley/Bingley/Shipley area, submitted two bids to the Home Office for CCTV challenge funds - 1 for Keighley and 1 for Bingley.

The total Bingley scheme was then costed at £70,000 capital costs, with expected running costs of £13,600. The bid was for £35,000, the rest was earmarked from Council coffers, with some money coming from local businesses (Bradford & Bingley Building Society pledged £7,500).

The bid failed and the capital cost rose to £80,000. The shortfall was made up from council coffers (it has never been made clear how much the council put into the scheme in total. Although most of the money came from the Transportation (car parks) budget, it was never formally approved by the relevant council committee.)

The first camera went up in Bingley in December 1995 in the car park off Dubb Lane. The next 5 cameras came on line in February 1996. The camera on Chapel Lane was added in December 2000.

The cameras are controlled at the control centre in Keighley. They are connected via fibre optic cable running alongside the railway line.
