Purpose of the Report

The purpose of the report is to inform the Crime and Disorder Reduction Partnership of future rounds of Home Office funding for CCTV initiatives and to consider the potential areas in the District that may meet the criteria specified for this funding.

1. Background

1.1 The Home office, Department of the Environment, Transport and the Regions and the Welsh Office, announced a Closed Circuit Television initiative earlier on this year.

1.2 In total £1 53 million is available over the next three years in England and Wales for CCTV schemes. The first round of the initiative offered £50 million to local partnerships to apply for.

1.3 The Bradford Crime and Disorder Reduction Partnership submitted a bid, totalling £1.3 million, for the Bradford City Centre, Car parks and the consolidation of Existing Satellite Town Schemes. This is in line with targets set in the District's Crime and Disorder Reduction Strategy. The Partnership will be informed in mid-September if it has been shortlisted to go through to the second round of the bidding process.

2. Future Rounds of the Home Office CCTV Initiative

2.1 Although, no information has yet been received regarding the next round of this initiative, it is anticipated that the next round will take place in February 2000.

2.2 The Home Office is keen to receive bids which target:-

It is expected that half of the funding available will be allocated to housing related projects. The government is also anxious that CCTV schemes will help to meet government targets to reduce vehicle crime by 30% by 2003.

3. Possible Areas in the District for the CCTV Initiative

3.1 There are already a number of residential areas in the District where there is interest in developing CCTV and applying to the Home Office Initiative. These include the New Deal for Communities area, consisting of West Bowling, Little Horton and Marshfields; the Newlands SRB area and possible residential sites in Keighley.

3.2 In the New Deal for Communities area, a feasibility study is due to be carried out which will identify whether there is a need for CCTV in the area and if so suitable camera locations and the best methods for monitoring. Significant consultation has already taken place in this area and it is clear from the consultation exercises that the public are very keen to see the introduction of CCTV, particularly in relation to reducing the fear of crime in the area.

3.3. At this stage it is uncertain how much preparatory work has been done in other areas in relation to CCTV. However, it is vital that any areas wishing to submit bids to the CCTV initiative must have consulted widely, must have clear links to the Crime and Disorder Reduction Strategy and must identify clearly how on-going revenue costs will be met. All bids must be submitted by the Crime and Disorder Reduction Partnership via the Chief Executive of the Council and the Chief Constable.

4. Recommendations

4.1 That the Crime and Disorder Reduction Partnership continue to support the Home Office CCTV Initiative.

4.2 That the Partnership agree to support future bids particularly for residential areas subject to them meeting Home Office criteria.

4.3 That the Partnership agree to the Chief Executive and the Chief Constable and their respective officers agreeing suitable areas for the second round and authorising subsequent bid applications.

4.4 That a progress report on this matter is brought to the Partnership at its next meeting.
