Set up in March 1994, ostensibly as a mechanism for the Labour Council to work with the then Tory government. It justifies itself as "a cross-sector forum working within, and for, Bradford District." No formal powers or constitutional status, works through "partnership consensus" and "lead partner support".
Plans for "Restructuring" were put forward in December 1999 and approved.
Formal meetings are held 6 times a year. They are closed to the public. Ad Hoc committees and "Working groups" are set up as required. Following a campaign it was announced in September 2000 that the public would be given "access" to some of it's meetings (see "The End of Secrecy?")
So far its main focus has been in securing Single Regeneration Bid funding and Section 11 funding from central government. Set up the "Manningham riots commission" which achieved zilch.
The 1995 Annual report listed the annual revenues of the "partners" as:
Bradford Council - £402m; TEC - £15m; W.Y. Police - £31m; Bradford University - £58m; Bradford Health Authority - £204m; TOTAL - £710m.
